About GSFP
The Ghana School Feeding Programme (GSFP) is an initiative of the comprehensive Africa Agricultural Development Programme (CAADP) Pillar 3 which seeks to enhance food security and reduce hunger in line with the United Nations (UN) Sustainable Development Goals (MDGs) on hunger, poverty and malnutrition.
Immediate objectives
The immediate objectives are to reduce hunger and malnutrition, increase school enrolment, attendance and retention, and boost domestic food production in deprived communities of the country. The Development objective is to reduce poverty and enhance food security
Concept
The basic concept of the programme is to provide children in public primary schools with one hot nutritious meal, prepared from locally grown foodstuffs, on every school going day. The aim is to spend 80% of the feeding cost in the local economy.
Institutional Arrangements
Ministry of Gender, Children and Social Protection (MoGCSP): is the oversight Ministry for the GSFP
Programme Steering Committee (PSC)
The PSC is an inter-ministerial committee that is chaired by the Minister for MoGCSP. It provides policy guidance to the Programme. The Ministries involved are Ministry of Local Government and Rural Development, Ministry of Food and Agriculture, Ministry of Education, Ministry of Health and Ministry of Finance and Economic Planning.
GSFP National Secretariat
Established under MoGCSP, the National Secretariat coordinates the programme at a National Level. It facilitates the linkage with collaborating ministries (Ministry of Education, Ministry of Food and Agriculture; Ministry of Health and Ministry of Finance and Economic Planning) and other partners at the national level.
GSFP Regional Coordinating Offices:
The Regional Coordinating Offices are staffed by Regional Coordinators Zonal Officers and secretariat to oversee district coordinators at the regional and district levels.
District Assembly
The actual implementation of the GSFP is at the district level using existing district staff and structures
District Implementing Committees (DICs)
It is a district level-coordinating unit of the GSFP that exercises direct oversight over beneficiary schools in the district on behalf of the District Assembly. It oversees the implementation and management of all the components of the GSFP at the district level. Chaired by the Metropolitan/Municipal/District Chief Executive.
School Implementing Committees (SICs)
The SIC is the structure at the community level responsible for overseeing school feeding activities at the school level. The SIC is chaired by the PTA representative and liaises with the DIC caterers and other stakeholders at the school level
